Russian ship with helicopters for Syrian regime sets sail again
The Alaed's previous attempt to convey the Mi-25 gunships to the regime of of President Bashar al-Assad under a CuraƧao flag caused anger in London and Washington. US Secretary of State Hillary Clinton said the aircraft would be used to kill innocent civilians.
The ship's new destination is unclear but maritime data show it was travelling south off Norway on Thursday and is due in Baltiysk on the Baltic coast of Kaliningrad, Russia's exclave between Poland and Lithuania, on July 17.
A spokesman for Femco, the Russian company which owns the cargo vessel, said on Friday that it would arrive in St Petersburg two days later and may then head to the Russian Far East.
Moscow has insisted it will deliver the Mi-25 helicopters in the teeth of western disapproval and it appears likely the ship's real or eventual target is Syria.
The Alaed turned back 50 miles off Scotland on June 18 and returned to its home port of Murmansk after its British insurer found out it had weapons bound for Syria on board and cancelled its policy rather than violate a EU arms embargo.
ts new departure under a Russian flag will provoke fresh tensions because the Kremlin sent a flotilla of naval ships headed by a destroyer, the Admiral Chabanenko, to the Mediterranean earlier this week. The flotilla is a short way ahead of the Alaed and is destined to call at Tartus, the Syrian port where Russia has a naval base.
On Wednesday, a senior Russian defence official said its navy could be dispatched to ensure the passage of merchant shipping to Syria.
"The fleet will be sent on task to guarantee the safety of our ships, to prevent anyone interfering with them in the event of a blockade," Vyacheslav Dzirkaln said. "I remind you, there are no limits."
Rosoboronexport, Russia's state arms agency, confirmed in a statement on Friday that the overhauled helicopters were on board the Alaed. It did not mention the number, but originally there were three, which are thought to be the first deliveries of a larger batch.
Moscow has insisted that it is breaking no laws in delivering the aircraft, which already belonged to Syria but had been serviced in Russia under a contract signed in 2008. It says the helicopters are in parts and would take three months to assemble.
Russia also accuses the west of hypocrisy, pointing to reports that the CIA is coordinating arms supplies to Syrian rebels via Arab intermediaries.
Members of the Syrian National Council, a coalition of groups opposing Mr al-Assad, said this week during a visit to Moscow they were concerned the presence of Russian naval ships off Syria could encourage the president to use more violence against civilians.
Helicopter gunships reportedly fired on villagers in Ham province on Thursday, killing as many as 200 people.

WASHINGTON – US officials said that Syria has started to move part of its chemical weapons arsenal out of storage facilities, the Wall Street Journal reported on Friday.
The country's undeclared stockpiles of sarin nerve agent, mustard gas and cyanide have long worried US officials and their allies in the region, the report said.
Western nations have looked for signs amid the rebellion against President Bashar Assad's government of any change in the location of those weapons, believed to be the world's largest stockpile.
American officials are divided on the meaning of the moves of the arsenal. Some fear Assad may want to use the weapons against rebels or civilians, while others said perhaps he is trying to safeguard them from his opponents, the WSJ reported.
Some US officials fear Damascus intends to use the weapons against the rebels or civilians, potentially as part of a targeted ethnic cleansing campaign. But other officials said Mr. Assad may be trying to safeguard the material from his opponents or to complicate Western powers' efforts to track the weapons.
Whatever the motivation, the evidence that the chemical weapons are coming into play could escalate the conflict in Syria, the report said. "This could set the precedent of WMD (weapons of mass destruction) being used under our watch. This is incredibly dangerous to our national security," a US official told the paper.
US State Department spokeswoman Victoria Nuland said: "We repeatedly made it clear that the Syrian government has a responsibility to safeguard its stockpiles of chemical weapons."
She added that "the international community will hold accountable any Syrian officials who fail to meet that obligation."
The Syrian government denied chemical stockpiles have been moved, the report said.
Syria is one of eight states – along with Israel and nearby Egypt – that have not joined the 1997 Chemical Weapons Convention, which means the world's chemical weapons watchdog has no jurisdiction to intervene there.
The Assad government has in the past denied having weapons of mass destruction.

Gingrich keeps ringing the EMP alarm
Newt Gingrich, who recently tweeted that power outages in the D.C. area are only a small taste of what an electromagnetic pulse attack would look like, expands on the theme in a Washington Post op-ed today:
Callista and I live in the Virginia suburbs of Washington, and, like many in the region, we lost power in the recent storms. The blackout, combined with a record heat wave, made homes nearly uninhabitable. The storm and heat were this region’s greater leveler: Rich or poor, urban or suburban, six-figure income or just barely getting by, we were all cast on the same strange shores.
Without power, the comforts of home become worthless. You sit in the sweltering heat, realizing you are living in a box that, without electricity, is a trap. You pray for the “juice” to return before your groceries go bad. You either make do in the heat or find refuge with friends who have electricity.
I write this now because of my concern for national security and our power grid, which are susceptible to doomsday-level damage if hit by an electromagnetic pulse (EMP) strike or a major solar storm.
It is almost unthinkable, yet possible, that an enemy could detonate a nuclear weapon over the atmosphere over the continental United States, triggering an electromagnetic pulse. This would short-circuit our power grid, taking power offline for months, perhaps even years.
The EMP threat has been a Gingrich hobbyhorse for some time. It's almost enough to make you nostalgic for the GOP primary season.

Iran Preparing to Shoot Down American Passenger Planes
A source who served in Iranian intelligence says the Iranian regime is preparing to down Western airliners in case of an attack on the Islamic Republic’s nuclear program.
Ayatollah Ali Khamenei, Iran’s supreme leader, has been preparing for war for some time as the Islamic regime closes in on developing nuclear weapons, says a source who served in the Iranian Revolutionary Guards’ intelligence and has recently defected to a country in Europe.
The source said the regime has taken several measures should war erupt:
Thirty-two command and control centers have been formed around the country so that the Guards and the Basij can act independently in battle. In case of a breakdown of communication with the central government, their orders are to suppress any uprising from within and confront any potential enemy.
All political prisoners and all activists within the country are to be slaughtered, as are those Iranian opponents outside the country, to ensure no viable opposition will remain to guide an uprising to overthrow of the regime.
Thousands of cells have been established in collaboration with Hezbollah to conduct terrorist acts against Israel, America and the West. One specific preparation, as discussed by the Guard commanders, is to target America’s civilian airliners in order to cause terror in the West.
Elaborating on the regime’s strategy, Morteza Mirban, the deputy commander of the Guards’ ground forces, recently told Basij News that the Basij forces have the capability to hurt aggressors even in their own countries.
Mirban boasted that soon the Guards will have armaments that the enemy could have never imagined.
Referring to possible terrorist attacks on U.S. vessels in the gulf, Mirban said, “Today over 3,000 boats are in the Persian Gulf and involved in commerce, constantly passing by America’s naval ships. The question is, how can America engage us in war not knowing how it will get hit next? If they (America) dare to take up arms, they will see how they will regret their act.”
Mirban said that “all of the enemy’s bases are within reach of our missiles, and with our allies such as Hezbollah, we are capable of hitting them thousands of kilometers away. The enemy is interested in life, but because of our ideology, no matter if we kill for Allah or be killed on Allah’s path, we are victorious.
